If that is the IP address that Sky has assigned to your router then yes, and they will need to connect to the port you have opened in your firewall rather than the default.
You can double check your IP by using the IP tool on the main TBB site here http://www.thinkbroadband.com/ip.html
The other thing to be aware of is that Sky uses dynamic IP addresses which means that your IP address can change over time, so you might want to have a look at a dynamic DNS service such as DynDNS that will allow you to use a static host name rather than a constantly changing IP address.
