once you have rebooted the router and the modem, it may be worth a speed test to test what is actually happening, and if a transfer can be sustained.
Let us know the results

Okay Windows XP may need some tweaking a speed test from http://www.thinkbroadband.com/speedtest.html will be useful (does not work on the iPad as it uses flash).

When its finished there is a link you can use to share the results
e.g. http://www.thinkbroadband.com/speedtest/results.html...

I should have called it Mailbox. This enables her to access OE
Don't think you mean that! OE is a mail client running on a Win XP PC. Mailbox is, presumably, a mail client running on iPad that enables her to access her mail server(s), wherever they are. EDIT: You may be confused cuz Mailbox will be accessing the same mail server(s) as OE does.

You don't surely mean the IPad talks to the Win XP PC?

Those figures look ok, little low on the upload compared to the dl speed.
Are these figures roughly the same each time they are run ?
Are they also roughly the same from each PC?

Really wanted the full URL which for that test is

http://www.thinkbroadband.com/speedtest/results.html...

and shows a very different story

The flat tbbx1 result suggests some form of PC limit, e.g. RWIN is too small and it is a little odd to see the HTTPx6 wander around so much. The flat tbbx1 suggests problems are not connection based, but pointing more at PC setup/software issues.

To tweak your RWIN which can boost speeds on XP visit http://www.dslreports.com/tweaks

Both puters are using XP Professional and ESET antivirus

When I stated that my wife's iPad instantly clicked on to OE and naughty me I should have called it Mailbox. This enables her to access OE

Disable ESET temporarily and do another speed test. ESET pushes data through a tunnel and I have seen this reduce speed.

Those are more interesting, looking at the download graph you appear to download at max or near max speed then for some reason suddenly drop to about 1/3 of the speed. i.e you cant sustain the load.
It could be any number of things you are going to need to narrow this down.

If the sync speeds are consistent, (available though the zen portal) then the line is probably ok

If you run a number of computers and potentialy the IPad, all together this should indicate the source of the problem. If the pattern is the same then the issue is the network, either yours, or the router / modem / zen part.

Can't remember are the PC wired or wireless?

If when you add the combined download volume together they are close the the max figure, then the issue is down to the devices you are using. potentially the area Mr Mr Saffron pointed out.
