BQM showing packet loss but nothing else does

My bqm shows slight intermittent packet loss. However, when I run a pingplotter or do any other kind of network tests I get no packet loss whatsoever and have no issues with my connection.

I am running a Netgear XR500 with a super hub 3 in modem mode all on latest firmware.

What could be causing this?

The software in the router and how it is handling the ping box pings which are slightly smaller than a normal ping so might be handled differently in some rare cases.

It could also be something else along the way. For the last month or so the BQM has shown me low levels of packet loss, yet no other tests show this.

I suspect the problem isn't between me and the Internet, but between my ISP (Zen) and the BQM host.
