From this I can only conclude that they do not restrict anyone at peak times therefore the entire userbase is subject to throttling but due to the poorly managed traffic managment platform, some users will be affected worse than others, especially on port 80 where download speeds of 12K will be deemed normal and blamed on exchange or general internet congestion despite other ports managing to sustain constant speeds of 600K+

Please be informed that BT does not restrict any of its customers to access there account. Further, please note that that it is not possible to monitor your usage. Under our new approach we will monitor how much you use for you, so you don't have to worry about it. If you stay within the usage guideline for your product, or only ever exceed it by a small amount then there's no need to worry about how much you are using. If your usage levels are much higher than the guideline for the product you're on then we will contact you to let you know and help you find a product that is more suitable for your needs. However, under the new usage guidelines well over 90% of our customers are within the usage guideline for their product.
If you occasionally exceed the monthly usage guideline for your product you can continue to use your service freely. We would not restrict your service and we would not charge you for excess usage.
If you regularly exceed you usage guideline by a large amount each month then we may contact you about moving on to a product with a usage guideline more suitable for your needs.
