I'd try a direct PPPOE connection between the modem and the PC over Ethernet to rule out the router.

Some major congestion issue by the looks of things... have you tried asking neighbours how their connections have been.... even if they are with other providers they will see the same issues if its cabinet based.
Plusnet 21CN 3500/800 @ 4.2Km > TP-Link TD-W8968v3
Plusnet Fibre 67000/19999 @ 450m > HG612 > Asus RT-AC87U BQM

I think the network is starting to creak, hence the changes to Plusnet today. I wonder if BT TV will be able to cope with demand.

I already have filled out a form like this from the Titter team told I have to wait for my case to get to the top first... got a call back from India today telling me my connections has been "refreshed and my hub reset" I am not even using the hub shocking support!!!

I have to agree with this... starting to remind me of my days with VM

Yes, it will be interesting to see the results of this push to get BT customers off Sky and onto IPTV.
I see traffic management ahead.

Where have a heard that before?!
How BT TV copes will depend on how good the QoS is
Snap decision therefore yet to do any research into service or the hardware. The hardware is currently still in packaging

I think the network is starting to creak, hence the changes to Plusnet today. I wonder if BT TV will be able to cope with demand. From a BT Help page:- The actual speeds you will experience will differ and will continually vary throughout the day as levels of congestion on the internet change. You should not expect full speeds all the time, especially during the daily peak period (5pm - 12 midnight) when global internet speeds are at their slowest due to congestion.
....
The main factors governing the day-to-day download speed you will experience over your line are:
the time of day. In other words, how busy BT's network and the internet are (6-9pm being the busiest time, when speed can reduce significantly)
...
.... We are seeing several BT Wholesale ISPs experiencing frequent congestion, often geographically based, Plusnet as you mention, Zen, even AAISP, that appear to be down to the BT Wholesale network.
I think the planners must have grossly underestimated the effect of the transition away from normal TV to streaming online. Alongside the other rapidly growing stream services.
Plus we have the higher volume of higher and higher definition phone-cam pictures going up into the many cloud repositories now that FTTC upstream and mobile 3G and 4G speeds are available. Mobile uploads will only affect whatever networks the mobile companies have, but once photos and videos are on the likes of Dropbox they typically are immediately downloaded to a lot of landline computers.
