If it was a BT test, maybe BT only counted the ones that were opted-in for targeted advertising

Well the only UK ISP it could be is BT, VM don't seem to be close to implementing it unlike BT who have started trials and are continuing them. Also in 2006 VM was still Telewest and NTL so unless it was that two they trailed it with who knows.
