I am on a Fixed Rate 1mb connection. Some distance from the exchange sadly. The BT Wholesale checker said I could have a 2mb Fixed Rate line. When I rang BT to get this upgraded I was told that 2mb Fixed Rate does not exist!
Does anyone know if this option still exists, and ideally any proof of its existance that I can use to get BT to upgrade me.

Just upgrade to BT's current (variable rate) offering?

I tried the "max" variable rate in the past. It was a nightmare, I spent longer at dial-up speed because of my profile being knocked down that I did at the fixed rate. Even using the landline cut the connection.

You should be able to get BT to lock you onto a "banded" profile with upto 15db SNR tho they aren't exactly forthcoming about it... if thats not good enough tho your only option would be to use a router like the Netgear DG834GT and force the SNR up until you got a stable sync - but theres no guarantees.

Not many ISPs do fixed rate now and those that do may charge extra. I think entanet reseller still do fixed rate.

What exchange are you on, (a link to what samknows says about it would help), and can you post your line stats? See here for help if you need it.
The true fixed rate doesn't exist any more. What does exist, as others have said, is the variable rate system with a fixed rate profile imposed on it. Amounts to much the same thing from the user point of view.

Many ISPs don't offer it any more.
Putting you on to a variable rate (up to 8Mb MAX) may have its advantages with higher down and upload speeds - but may introduce stability issues.. which may result in BT's DLM system being very heavy handed and you might end up having less than you started with!

Care to define Max Stable speed?
The only way with max to ensure a stable speed is to switch user to a fixed speed profile. i.e. 0.5/1/2Meg.
Is that what you offering to do? Or are you referring to the DLM system?

A couple of days ago I tried the BT Wholesale Speedchecker with my phone number it said:
For Telephone Number 01242xxxxxx on Exchange CHELTENHAM
Your exchange is ADSL enabled, and our initial test on your line indicates that your line should be able to have an ADSL broadband service that provides a fixed line rate up to 2Mbps.
These are my line stats from my DG834G router:
Downstream -
Connection Speed = 1152 kbps
Line Attenuation = 53 db
Noise Margin = 21 db
Upstream -
Connection Speed = 288 kbps
Line Attenuation = 15.5 db
Noise Margin = 23 db
