It's going as fast as it can because you have a lot of noise on the line which is limiting the speed.

Your attenuation is over 63dB which is the maximum routers will display so it could be 80dB for all anyone knows

We had a secure 1800kbps for 8 months so obviously this speed is anoying.

Whats your location.. and how far are you roughly from the exchange ?
That will at least give an idea if the Attenuation matches the distance from your exchange.

In the past at long lengths I managed to get 1Mb down.. on a fixed speed service.
But as Mr S says it's rare to get great speeds with that sort of Attenuation.

Also .. try the connection in the day trick (not really a trick). See if you get a better sync then.

Also.. have you tried at the master socket with no internal extensions connected.. ?
