I agree it's not as bad as some make out, that ubuntu torrent doesn't tell the whole story though because torrent throttleing isn't a global thing anymore..

Right now I can download that ubuntu torrent at line speed, 4300 KB/s, however from the private tracker I use 15 KB/s is all it will give me.

Not a lot of people know, thankfully, that there is a way to turn that 15 KB/s into line speed. (I won't tell you because it wouldn't be good if everyone started doing it) So for those who know how there is no throttleing at all. I only use torrents 2-3 times a month and only download at peak times if I absolutely have to, not everyone is as considerate though, maybe rightly so, but if they were then there might not be any need to throttle torrents at all.

BT's P2P throttleing is necessary and is, at last, more selective than it used to be.

I would not be so sure, I can say for certain that its the minority who get 24Mb sync on ADSL2+ as not everyone lives in the exchange, with FTTC I reckon a far bigger number get a faster sync, and the upload is night and day faster to boot.
