No, upload seems unaffected - just download. To be honest, I don't really notice it when I'm generally browsing as even the 3ish meg is fast enough for that - sort of spot it if I go to download something, or VNC into work - then I spot the speed is a bit off, and a Speedtest confirms it before a reboot fixes it!
