What new service?
BT use call center staff (their own and outsourced) to call up people and ask them if they have heard of their new service in areas where Fibre (ie in this case BT Infinity) has been deployed.
I was called about it shortly after my cabinet was enabled, but as I wanted to try and negotiate to keep the discount I already had I declined to deal with someone who wouldn't have had the power to discuss this.
In the end I did get a discount on my FTTC connection, but not at the previous level - which was fair enough given what I gained
