A still valid page, (like many on that site), but this page only refers to BT Wholesale-based ISPs. LLU providers use their own line management systems, completely independent of the BTW DLM.
On Openreach (GEA) FTTC the day to day line management is also basically nothing to do with any provider. Openreach give them three stability options at the start of any new connection, (alterable), and the main DLM is Openreach's.
Having said that, Openreach stipulate that all ISPs on the system make sure their internal servers/routers to not deliver data to the DSLAMs in the cabinets faster than the current connection speed. (For fairly obvious reasons).
The BT Wholesale IP Profile is still operative on circuits they control on FTTC, in order to achieve that. The "LLU" providers again use their own mechanisms to ensure it. (There is no such thing as LLU on FTTC.
This page explains LLU. Clearly impossible in the tiny FTTC cabinets where there is only room for the Openreach DSLAMs).
