Found out something. My Win 64 bit does not have telnet enable by default.
Will have to leave for today; I shall return, hopefully with a success.

All Win7's are the same, see here:

Returned for another try
Got telnet running now.
However also get Setup running on browser.
using setup I changed configuration with these settings:-
Device:
Name SpeedTouch 780
Serial # 0703JTQ3U
Device Configuration:
Region UK
Provider All
Service Data (Custom)
Description UK Custom Routed PPP connection
(Public Subnet config etc)
Routed Internet Connection:
VPI/VCI 0.38
Connection Type PPPoA (UK Default)
User Name zen******@zen
Password ********
Router Addressing:
LAN Addressing Scheme Private(with-NAT)
IP address of your SpeedTouch 192.168.1.91
Ethernet Subnet 192.168.1.0
Ethernet Mask 255.255.255.0
Address Management:
Enable DHCP disabled
Enter First DHCP Address 192.168.1.64
Enter Last DHCP Address 192.168.1.253
However I cannot logon to speedtouch via 192.168.1.91 the address I want to use.
I can via;-
Speedtouch - Unknown-08-2e-5f-23-f2-0d
which shows 192.168.1.254 the original IP address.
Where do I go from here

Does it work now as an ethernet switch and a WAP?

Sought of.
My Samsung Galaxy S2 will connect via wifi. But my Dell laptop won't.
However now my Dell laptop won't connect to the Netgear WAP either; Galaxy will?
Once again having to leave this as next appointment arising.

Given what you said, the problem lies with your Dell. Try connecting without any encryption set. If that works, try WEP, then WPA.

Look for a driver update for the Dell wireless, but there were issues with some cheaper Dell TrueMobile wireless cards with very problematic drivers.

Quick check this morning
Speedtouch turned off. Dell now connects to Netgear WAP and Thompson router perfectly.
Perhaps some conflict when Speedtouch active?

What SSID, password, encryption and channel did you specify on the Speedtouch?
You should have the same SSID, password and encryption but a different channel.
