FTTC Up Speed

Have a look at this:

Would it be my hardware or its configuration or something else that gives me an up speed of 8.7Mbps? I would have expected to see 14Mbps up.

Using a Vigor 2820Vn router connected to a Open Reach modem. The test was carried out from a desktop hardwired to the router.

The BT availability says:
FTTC Range A (Clean) 59.6 39.3 16.1 10 -- 01-Apr-15
FTTC Range B (Impacted) 50.8 28.2 15.9 7

FTTC is currently not available on this cabinet due to following reasons:- Sorry your cabinet is temporarily unavailable, capacity will be restored as soon as possible.

Two things

1. Noise impacting the limited upload frequencies
or
2. Someone mis-configured the line card port on the cabinet DSLAM to give you a 10 Meg upload config

(2) Does happen, the nailed to a limit type line suggests that 2 is more likely than 1 I feel.
