Local IPv6 address or full public IPv6?
Most consumer CPE run a firewall so that while you can have a public IPv6 you are not fully open to the world unless you want to be.

Vigor 2860 firewall manual is your friend.
All the IPv6 routers I've got to work, pass on a public IPv6 address but perform a blocking of unsolicited incoming packets to that IP address. Not used a vigor for many years so not up to speed on the firewall
