There is a new estate which has had a cabinet installed at the end of the street, but it owned by OFNL which provides "Open Access" fibre, none of the usual bunch of ISPs are available on it.
I can't find any way of getting privately connected to this network.
You won't, because OFNL only deploy their fibre to properties en-masse & usually on new build sites. At present your only options for a single/lone install is Openreach FoD or leased line fibre. The latter doesn't have to be Openreach fibre, as other major operators such as SSE, TalkTalk, Vodafone and Virgin will happily quote you for leased fibre.
