FTTP on Demand means FTTP is in the area
It doesn't necessarily mean FTTP is in the area - FTTPoD is available to all properties in the UK, except MDUs. (It used to be that you had to be in an FTTC-enabled area, but that restriction was removed).
Of course, if there isn't a fibre aggregation node nearby, then the costs of FTTPoD can be astronomical rather than simply ruinous.
In general though you're right: "FTTPoD is available" means exactly the same as "FTTP is not available", and "WBC FTTP" means "FTTP is available".
