After being "stuck" for almost a month and a few days after I started this thread my IP Profile has indeed been reset.

Not only am I back on an IP Profile of 38,717Kbps but my latency has been cut in half (presumably because they've changed the interleaving level)

Not quite, the engineer is ringing to get the sync rate reset. Sometimes when the modem goes for a Burton, the sync rate gets capped. To have the sync cap reset is the work of a few minutes, but the IP profile has to come back on it's own. *Possibly* the ISP can request a reset.
