I've been told by my ISP, Idnet, that the FTTC/VDSL2 DLM is "completely automated" and cannot be manually altered in any way whatsoever and no requests can be put forward to BTW as a result.

You have been given a little bit of mis-information. The FTTC/VDSL2 DLM relates to the DSLAM in the cabinet and is entirely in the domain of OpenReach, notBT Wholesale.
Or he assumes BTW. That may not be exactly what he was told.
