You are are a fixed speed connection, and it is a very old package. So he got the important bits.
Playing with wiring or whatever you do cannot improve that 1152kbps connection speed. But your ISP could move you within hours onto the normal variable speed package and you should then connect at the speeds XRaySpeX said.
The difference between what that would give and what WBC/WBMC from upgrading your connection to that when is comes is negligible. ADSL2+ could easily be worse. (Though still better than now). The best woudl probably be a WBC connection forced down from ADSL2+ to ADSL2 by the ISP.
