and the estimated attenuation is simply that /1000 then *13.5 (approx loop loss of copper per km)

The only snag is that the Recorded line length is all the way from the exchange & thus the FTTC attenuation values will be much lower from the cabinet.
Indeed my FTTC DS attenuation is around 22 dB, over a line length from the cabinet of anywhere between 800m & 1100m.

Using 13.81dB per km for typical 0.5mm copper telephone wire, my attenuation should really be between 11dB & 15dB, although the higher VDSL2 frequencies will no doubt be further attenuated. That much in fact that I can't get anything at all from the highest D3 band plan.

The 22dB that I mentioned suggests a line length of 1.6 km from the FTTC cabinet, which is complete nonsense
