Fibre is a bit cheaper than copper per metre, depending how you cost protective / supporting tubes and the like. It's peanuts compared to the cost of digging a hole to put it in, less than £1/metre.
FTTP has the potential to reduce the number of phone exchanges by an order of magnitude, if not two.
You only need single mode (one wavelength) and the kit at the ends is cheaper too if you go that way.
