I'm reasonably sure that the name of the objector will be protected by the Data Protection Act 1998, but the perpetrator can easily be deduced from the list of neighbours consulted from the following planning cases;

I strongly suspect council impropriety and/or parliamentary involvement in the 2nd case above.
The case was appealed, precedent was shown, yet the application was refused.
This is a job for an Ombudsman! But which one?
It'll be some busy body with nothing better to do, I think every town probably has someone who objects just because they can - I know there is someone around our way that does.
The guilty party!
