Just had another update from bto re PCP 71:
"Cabinets are regarded as street furniture and unless in a conservation, place of scientific or historical interest etc. do not need formal planning permission.
However, we use a process called noticing, (which is a form of planning permission), which notifies our intention to erect street furniture.
This goes to the council for approval, by themselves and the highways department.
It is this that has been refused, possibly for safety reasons, but I dont have access to this information as it is done on Openreachs behalf by our contractors.
What may seem like an obvious choice on the surface to position a cab can be rejected as it doesnt leave enough room for pedestrians to pass, could cause line of sight problems to users of the highway or pavement, our vehicles when servicing the cabinet would cause an obstruction, problems with hidden unrecorded underground structures to name a few.
As stated, we are waiting on our contractors to provide feedback from the councils decision."
So it seems it's the contractors slowing things down.
