where theres a percentage the sum shows the amount of houses in the road. for example 10 houses in the road, 50% supplied by cabinet 4 = 5 houses supplied.

72% of Powis Close is connected to SWMESp13 which IS enabled. Unfortunately there is no documented way of requesting a new line connected to a specific cabinet, but you could give it a try.
