BT would certainly react far more quickly if there were competion as if BT failed to deliver a compeitor would be taking business from them but as it has no competition it is actually in its best interest to drag its heels

That's right, the dates get pushed out.

milestones are more often then not internal key dates. In some cases they may be milestones that the cutomer requirs you to meet. Usually there are no penalty clauses on cutomer agreed milstones but there can be. Milestones can also be used for staged payments so if you dont hit the milestone you may not get paid untill you do

Do you work for BT. as I have never heard of such total rubbish. So you are saying you have no Plan. You have no timescales and you have no budget.?

Of course, an alternative is for the project to be de-scoped.

DEscoped for what reason you have already said BT's plans are not worth he papper they are written onm an according to you you cannot plan the timescales or the budget?

Care to expain how BT have concluded some exchanges are viable and some are not and how they managed to work out how much subsidy they needed or are you suggesting they just keepgoing back to BDUK for more funding when they run out of money.

Also care to explain how BY have comited tothe Government target or did they just say Yes to the date without having a clue as to whether they can meet it?

De-scoping would be the alternative to pushing the dates out. Any cabs that look like they won't meet their date are removed from the project. Would you prefer that?
