Are you suggesting that BT have so little confidence in their program that they are not prepared to ask for Power until the cabinet appears in the street? Nornmal approach with this sort of thing is Project Manage A liases with project manage B to ensure everything is running to schedule and if not to take action to ensure it is bought back into schedule.

risk that any cabinet is delayed.
Normal project management means identifying risks, and mitigating them.
If BT ran the project with "just in time" delivery, so power arrived the day after the cabinet, there'd be considerably more risk - and more project management liasing required. More risk that people end up with nothing to do - and that's a big aspect of the cost of the project.
Less risky - by a long margin - is to order power when you know there is a cabinet present, with no more work to be done on it.
I imagine that real-life experience, of this project,has taught them how to run this project. Do you have any real-life experience of this project?
If normal project management means A liases with B, what happens when there are 650 project managers to liase? Might that project be a little bigger than
normal?
With major projects you can usually flex and juggle the schedule slightly so if Cabinet A is not ready the power company does cabinet B
You're nearly there with the concept, but not the scale. Remember that there are 3,000 cabinets per quarter that need to be juggled - along with the people that need to work on them. Add in cabinets C, D, E, ... ABA, ABC, ABD, ... etc
In my business, the technology is complicated enough. But the things that add real complexity are the things you need to interface/liase with. As the amount of liasing increases linearly, the complexity of liasing increases at the
square.
I would say it would cost BT more to not schedule the power as one the cabinet is installed it is a billing event and BT get invoiced for it. Normal payment terms are 90 days fromm invoice
I doubt the terms of the contract are anything like so simplistic. Have I mentioned the scale before now?
Nonetheless, you are right that running the project this way will cost a little more in terms of missed revenue. Perhaps not 6 weeks' worth, on average, but still missed. However, I believe that costs would spiral out of control if BT attempted to make the job more complicated.
I guess it depends what is more important to them.
