It's because they want the fibre fully setting up by the engineer so it all ends up done correctly and perfectly. They don't want the end user messing things up or installing it their own special way

What fibre does the tech need to set up, or even touch, during an FTTC or Infinity install.

I should have said to be perfectly correct 'they want the fibre to the cabinet connection setting up by the engineer so it's all done correctly.'
By this I mean they don't want end users setting up the modem. They want the engineer to come out, install the modem for the fibre to the cabinet connection. This ensures it's installed in the master and that internal wiring does not interfere with the connection as the engineer also installs a new faceplate. So ultimately the modem should not come with the homehub.
If they supplied the openreach modem as part of the package users would potentially set things up incorrectly. Hence the engineer brings it and does it all correctly.

Only if the ISP has ordered the "Home Wiring Solution". We've seen a few cases where they haven't.
Also we had a case reported three days ago where it appears an existing 10m ADSL cable was used to connect the modem to the socket. Plus several botched installations in the past.

The fun will really start when Openreach launch "wires-only" VDSL .... $diety-forbid...
