I presume by not having working fibre, they mean that it's not up & running.

FTTC cab was installed last March, & duct dug in, over a couple of days.
There was an Openreach gang installing sub duct / blowing fibre at about the same time, but atleast one other fibre cab is fed via the same E side duct route, so may / may not be for my cab. The other cab has been up & running for a few months now.

As I look a the cab each day from my bedroom (just down the road about 50 - 75 yards), I haven't seen any contractors doing the power feed, & the only new tarmac is to the Openreach footway box.

It may already have it's mains power cable connected up. They put the power in to cabs once the cab & ducting is installed, then backfill the holes in some areas, to save money most likely,
But may also depend on which company does the install, and if they have an engineer who's qualified to carry out the electrical connection
Sounds like it maybe in need of it's fibre spine, that was done last around here

Nope. The only new tarmac goes straight to the main PCP's footway box, about 2 metres away..

No other trench has been dug.

where from the FTTC cab? if so that will be the duct for the PCP links The ones they did in my area, mostly had 2 or 3 trenches, one to pcp, and another to the foot way box , and power,

Most around this area have 2. One to footway box & the other for power.

Don't need for one to PCP, as link cable will go via footway box. That PCP has plenty of spare duct capacity to the footway box.
