In what way is it worse?

The slow tbbx1 looks like congestion or other issue the line seems able to burst to the expected speeds

Do you think it's congestion at the exchange then since it could burst to almost the speed I was getting?

Running tests at 7am should show if its peak speed issues.

it must have been my broadbands time of the month over the week end lol last night my speed tests have gone back to normal http://www.thinkbroadband.com/speedtest/results.html...
and my ping dropped at 9pm last night back to 15ms

A sudden change like that must surely have been DLM, although it's an unusual time for it to do it.
