0.35 sounds like a capped upload. Plus Net cap there uploads, but you can ask for it to be uncapped, don't know about other ISPs. Doubt you'll gain much but would be worth trying if you can.

It's not capped, I just live that far away from the exchange 0.35 is quite good compared to others around here!

Well it was worth suggesting.

The only other suggestion I can make, is to try a LLU ISP, I've no idea why but when we was on ADSL at work, and our ISP changed from using BT to using TalkTalk business our ADSL speeds doubled.

All the ones here had planning permission put in place in June, though it appears to have been just a formality as they were approved straight away.
