Apart from the Scottish-specific content at the start, that's largely a voice-over added to the video for Superfast Cornwall.

The Cornish one mentions 80Mbps as "coming soon" which dates it around the end of 2011.

(oh. Just watched the video all the way to the end, where SFC is credited).
