Might be worth enquiring if a single FTTPoD connection can be shared between multiple premises. I'd have thought that 330/30 shared around your village would be a significant improvement. Maybe some kind of community wifi project. Or run Ethernet cable through people's gardens to connect everyone to a single hub in the village hall.
