It really will be down to the building owners or managers to negotiate with BT about what can be installed where - another cabinet in the car park, or an installation in the comms room. Get other residents interested and approach the management.

I think for many people in urban and suburban areas the irony of having crappier broadband than people in rural Cornwall, and indeed deeply rural Lancashire isn't lost on them, let alone the formerly much maligned KCom.
