If the GigE is filled then more fibre is lit. A new physical cabinet is only added when a cabinet runs out of ports.

The cabinet will give you what is possible depending on what everyone else is doing - and that you do not know. But there is NO mechanism where after 1 hour at full throttle you are slowed down, i.e. traffic management
