Once this argument has been accepted, it is easy to see the longer-term corollary:
On the route to FTTP (if we ever get there), we will see a sequential set of stepwise investments, each being a "manageable chunk" that assures return in a risk-managed tolerable period (each as described by gah789). It is more likely to be the size of the finances in each step that dictate the technology, rather than vice-versa.
With numbers, this can be seen as:
It is hard to warrant spending £1,000+ per home to install FTTP in one go, but it is easier to manage 3 lots of £300-ish in steps.
Step 1 of FTTC, step 2 of FTTdp, step 3 of FTTP.
For some of the more remote locations, we're likely to see a step 1a of FTTRN. I can see that adding another chunk of £300-ish, though right now this would come entirely from subsidy rather than monthly subs.
