Yep a hell of a lot will depend on duct being in place and clear to use.

i had a new line installed recently so in know there is duct from cabinet to the pole at the end of my street.

Do you ? or do you not think they may have used the cable that was already in place ? Even if a new pole and cable that will only go back to the next joint.

i had a new line installed, an engineer came on the installation day and said he could not do the new line as there were no more cables to run from, so he arranged another date for another engineer to come a run a cable from the cabinet, this is what i was told, so i believe them.
