When the modem negotiates a sync speed with the dslam, they agree on one that gives a noise margin of 6. (Because higher noise margin means lower speed and lower noise margin means higher speed)

6dB and no matter what speed should be around there

I thought ISP's like BT set these to 6.0dB (their default) unless its for capping the user, Sky was doing that to our other ADSL2+ line to cap us at 4Mbit, and as soon as they removed the cap it when back to how it was when BE was on that line.

Unless DLM has decided to cap your sync speed - then the noise margin will be higher.

Could be, or a fault causing noise to rise and fall.
