It means that the exchange is connected to the 21CN IP-based backbone instead of the 20CN ATM-based network.

Ah don't worry, my cab is due to be enabled by September, no cabs have been built yet.

That's just the PCP Phone cabinet not a fibre one, but at least its either a new phone cabinet or they are renewing the existing one.

This was hiding behind the other one.

PCP3 is a new cab, there isn't another one near the exchange, this should be for EO lines.
