what does it mean on roadworks when it says 'STREET CABINET AND DSLAM INSTALLATION'. That's what is says where my friend lives and then where I live it just says PCP2 STREET CABINET INSTALLATION'?
the fibre cabinet DSLAM needs to be associated wih a PCP street cabinet -- so if it says PCP2 STREET CABINET INSTALLATION' that means there will be a fibrel cabinet (DSLAM) to servce PCP cab area with fibre broadband

DSLAM - Digital Subscriber Line Access Multiplexer
As the other replies have said, the DSLAM is the device to which individual lines connect. It is installed at the PCP (cabinet) for FTTC.
"Street cabinet and DSLAM installation" almost certainly means installing the fibre twin cabinet at a PCP. These cabinets are prebuilt - they're physically installed, then power, fibre and the multi-pair tie cable(s) to the existing cabinet are connected.
