The hardware is already installed when the cabinet in delivered and stood. The high security lock is often fitted by the commissioning engineer prior to going live. Different areas have different locks.
The new PCP next to the existing cabinet is just that, a PCP, so doesn't get a high security lock.

That makes sense for a fibre cabinet, just hope no sod goes into our PCP cabinet to pinch the copper LOL.
I know there is a place a pad lock can be fitted to, just the last time I saw it a few months back it had none, and I could see the bits of black plastic down the middle side of the doors.

TBH I am not even sure phone lines have even been moved over to it yet, hence no lock.

So, silver lock fitted recently and checked dsl.checker.bt.com today and lo and behold now able to order..

What's the bet my FTTP doesn't go live until 2017 or later and I am one of the last 2%, even though its all been installed already frown

I think the silver locks are fitted by Openreach themselves during commissioning. The cabinets as most of you know are initially put in by contractors. So you're all right, the silver lock is a good indicator of the cabinet being at the final stage.
