They might still be lucky though, if they can get both, I would get FTTP and just choose what package they wanted, at least they wouldn't have a distance issue.
I just checked one of the addresses on that postcode which also said "Not Evaluated" and the BTOR Where and when page says they can get FTTP and when you look at the returned data it says they can get both FTTC and FTTP shown below:

Also seems that BOR uses the VDSL Range B (Impacted) estimated speed.
