You must be on a quiet cab as your margin and attainable is very healthy for a 12.7 attenuation (under 300 meter line), You have plenty of margin spare for cross talk to eat into.

According to CodeLookup the NGA cab was only commissioned back in May and is passing 35 properties.
The "properties passed" i'm not sure if that means there are 35 properties being served by that NGA cab or that there is only a max of 35 properties that will connect to it. It's showing 94% capacity i guess.

Vectoring isn't enabled at the moment on my line, Not sure whether it will be.

My cab is full and I'm just managing a 80mb sync with a 14.3 attenuation.

How could you possibly know that? You�d have no idea when a line is enabled or ceased on FTTC.

The fact that my neighbor had FFTC installed and it dropped by 2.4db or when he turns his router off it goes up by 2.4db

You can't extrapolate and make the statement that you did on the basis of just one connection, and that a neighbour whose cable is most likely in the same bundle as your own and quite possibly in close proximity. Based on your initial statement that every enabled line costs you 2db margin and that the cab is full, the smallest cab having 96 possible FTTC connections, would mean your margin has been reduced by c200dB. This is simply unrealistic.
