Couldnt find any planning applications with the council. Maybe the notice is the first stage (it was requesting anyone with an interest in the land to contact openreach). And if there were no objections/notifications, then they do the planning application?

The BT DSL Checker wont get updated until its live if its FTTP, the Where and when page will only show stages 1, 2 and 8 for FTTP.

Well they both was like that for me.

At 350m FTTC speeds should be good, possibly maximum (others manage max speeds at that distance but not everyone)

It is possible some FTTP may still happen for the 1km+ premises and that might take a lot longer to roll-out.

So looks checkers are wrong and will update in time.
