Neighbour opposite me adviced that he had his line from his house to the box renewed. Is that the case and quite common or only in extreme cases? As I�ve said before the phone cabling round here is all underground and no telegraph poles.

Not sure what your neighbour means by "from his house to the box".
If he's saying it was replaced from his property to the DP then fair enough, very plausible.
If he's suggesting Openreach replaced HIS line from house to cabinet he's a muppet.
Replacing a line from house to DP is common and easy. DP being
Distribution
Point, Usually top of a telegraph pole or a nearby underground chamber.
From the DP to the cabinet it isn't a single line that can just be replaced. His pair is just 1 pair in a series of much larger cables with likely dozens or other pairs.

Cables like the 1 shown in picture 10 may be used nearer your home.
These are in many short sections, increasing in size all the way back to the cabinet.
Nearer the cabinet they may be using cable sizes like picture 11 (or larger).
If Openreach find a fault on a pair they only need to change that pair on the damaged section. There's often spare pairs available in these situations.
Of course in a complex network like Openreach's there will be the odd case where someone may have had a full run to the cabinet replaced. These will be where the cabinet is within spitting distance of the home or rural areas where a single run of cable might get damaged. I'm sure someone will add other examples but a single line being replaced to the cabinet is not the norm.
With your distance to the cabinet (from your attenuation) I could say with some confidence your neighbour is lying if he's suggesting they "renewed" his cable to the cabinet.
They probably changed the pair he used. Very common.
I've heard exactly that whopper from my neighbour at my last property. They tied a new cable to his old cable and pulled it through "right to the exchange". The cabinet being some 300m away and the exchange a further 3km+.
He thought everyone had a single long cable to the cabinet and it took 5 minutes to pull a new 1 through.
