1. Check that speeds are not improved when using the test socket, reason being some homes have extensions people forget about
2. If using a flat profile cable with RJ11 plugs then a twisted pair cable (round profile) might help to stop some noise creeping in locally e.g. https://amzn.to/2RXWPt1
3. If you've been switching off/on a lot i.e. a few times a day then you might have triggered DLM that will slow you done for stability and if you leave alone and line behaves you might see speeds increase after some weeks/months
NOTE: I have two lines perhaps 100m longer, but with a better cabinet (Huawei) but on one I can only get 17 Mbps, the other is at the higher end of the range at 27 Mbps.
