I think it looks like there is two lines going into the property - so maybe had two lines at one point (maybe used to have a flat). The name thing isn't a Welsh/Eng thing in this case but just I think someone adding a name onto the number of the house at some point.

Have you tried contacting Openreach via Web Chat. I don't think they are particularly technical on this team, but they do have access to the people that are.

Thanks for a very useful link.

I have just used it to report an issue where only the premises in our postcode that do not have an existing ADSL or FTTC service are showing FTTP as available.
