You can check out what's available to each address on the codelook site.
https://www.telecom-tariffs.co.uk/codelook.htm?xid=5...
Clicking each cabinet shows you what area they cover.
Is he talking about the Birstall exchange Leicester or the place Birstall Nr Leeds John.
Maybe a bit of confusion here.

Probably the Gates estate referred to here.
My broadband basic info/help site - www.robertos.me.uk. Domains, site and mail hosting - Tsohost.
Connection - Three 4G, tbb tests normally 35-45Mpbs down, 65Mbps off-peak, 9-24 up.

Only problem is that VFast charge £250 installation for a 1 year contract or £200 for 2.
Maximum download speed is 25mbps and it's subject to site survey anyway.

15,000 residents if you assume 3 people per property and ignore those that do have FTTC
More like 2,500 premises without FTTC then there is Virgin Media available to many, so 880 without any superfast option.
Public money can only be used if no other superfast option available.
No one is going to give money for a VDSL2 cabinet today as shift was towards full fibre for all cabinets (some VDSL2 still appearing but were planned a long time ago). So as all the existing cabinets were gap funded by the council they are the ones to ask as to what they plan and then they will only be interested in the 880 that don't have a superfast option. So this won't help you.

I am on FTTC 27Mbps Down & 7.5 Up and wondered if I can get a rough FTTP upgrade date ?
Exchange MANNINGHAM is served by Cabinet 32...
It says "FTTP is not available."
Also what difference between market A & MAreket B line again - Billing ?
Does local loop refer from Master socket to Exchange?
Thanks for reading!

market a&b is an Ofcom construct and sometimes just affects billing
As for date - pick a random year in the next decade, 1 in 10 chance of being right, i.e. no clues and even then might not be Openreach
