Hi there sorry to the OP who is having these problems must be a nightmare.

I can though give you my experience on this as a director of our flats leasehold and also waiting for FTTP install.

We were approached by BT openreach about FTTP back in Dec2019. We were given the wayleave documents for myself and fellow director to sign, this then gives approval for the Openreach Survey of the flats. Our flats are 3 storey (ground 1st and 2nd) we have 3 seperate blocks.

Openreach in our case use a subcontractor called Sitec. We liase with them for 2 engineers to come over and survey the 3 blocks which they duly did in mid January 2020. The survey involved checking the 3 ducting points where the current copper comes into the 3 main stair wells from the outside man hole covers they pushed in a stiff rod wire and see the end come up on the ground floor stair well box and then tie off a yellow tag and pull back a blue rope back out to the manhole and then tie off, this was done for all 3. We had a small issue with one as there was a piece of old 2by1 about a foot long in the duct but we pulled that out.

They took pictures of each floor and the installation procedure running the spliced Fibre from the road main trunk up to each ground floor centre duct then a piece of kit will be installed there and the final runs will then be routed around the ceiling to a matchbox sized box above or to the side of each front door, that is the openreach part done.

Final part will be to drill into the wall by the front door and run the internal cable run from the external matchbox to the router box etc inside each flat which is the job of the ISP.

Now due to covid this has all been a bit delayed, we are still waiting on the main trunk to be laid around the estate so whilst the wayleave and survey are done we don't have a fibre presence to connect to yet which Sitec have said is delayed. They are fast catching up and fibre is being rolled elsewhere nearby so once that is done the localised run can be then attended to. Once that is then done and Openreach have correctly updated our information we should be ready for the actual flats to order the final install from their desired ISP.

There was no cost to any of this, the Openreach side is fully covered by them, this isn't the government back subsidy this is BTs own cost here from their ultrafast roll out program we are just lucky its free. The ISP last bit will be each flat's cost but as its then down each flat to decide if they want it its up to them, but the fibre presence will be there so future proofed.

If I remember correctly I think you said you was in a Fibre First exchange area.

As an update BT have phoned from their 'escalation' with Openreach. They have no further information. So it has now been referred to the Manager of the Manager of the Team that deals with Planning in NI. So now I am to wait for call back on the 11th September.

Edit:

Hillariously, just received an email stating they'll install my BT Fibre on the 17th August 2020. So I look backward to my appointment.

If your wayleave is the same as mine, it is a wayleave to install the equipment, not to do a survey. That just requires permission to access. Mine says "This wayleave is in respect of the installation of electronic communications apparatus at the property... the apparatus consisting of all equipment... required for the installation of FTTP from the entry point up to and including the apartment breakout box."

Whilst they still need permission to access and install after the proposed route is put to the building management, it seems a very sensible approach to get the wayleave signed before spending time and money on a survey.

And I understand it is Openreach who connect from the breakout box to an ONT inside the flat when an order is placed with an ISP.

As for the "matchbox size" breakout box (aka Point-of-Entry module), I was told it would be one of these https://imgur.com/a/cAxyChs
