The chance that some random piece of fibre you see being pulled is for FTTPoD is very slim indeed.
The total number of FTTPoD orders is limited to 100 per month countrywide - and real demand may be much less than that now, given that OR are considering binning the whole service.
And whilst one FTTPoD order may easily take a year or more, of that time, very little is actually spent pulling ropes or cables.
I have watched Openreach engineers pulling a fibre cable with Virgin stamped all over it, through their ducts.
Telco's (with Ofcom licences) help other Telco's to serve customers. This could easily be upgraded backhaul for a mobile mast, or a leased line for a business (they don't have to be internet, can be point to point).
